McClellan On May 26, 2006, Governor Kaine signed Delegate McClellan’s first bill to pass the General Assembly. HB 1327 allows a voter who applied for but has not received an absentee ballot to vote a provisional ballot at his polling place upon his signed statement that he has not received or voted an absentee ballot. General Assembly Adjourns Without A
Budget: March 11, 2006 Today the Virginia General Assembly adjourned without passing a budget for the 2006-2008 biennium. This marks the third time in six years that the Republican-controlled General Assembly failed to fulfill its constitutional duty to produce a state budget within 60 days. “Gridlock once again hits Richmond after a head-on collision between the House and Senate Republican leadership over fixing our transportation woes,” stated Jennifer L. McClellan of Richmond. “The Governor has called a Special Session to try to craft a transportation package, not to mention a budget, out of the wreckage,” she continued. “In the meantime, we sit and wait.” Governor Timothy M. Kaine ordered a special session of the General Assembly to begin on Monday, March 27, 2006, urging legislators to use the two-week break to continue efforts to produce a long-term, statewide, transportation solution that protects funding for education, public safety, health care, and job creation. The House Democrats, Senate Democrats, Senate Republicans, and Governor Kaine stand united and committed to providing this Commonwealth with a transportation plan that is based on the following principles: · Not raiding the General Fund for transportation; · Linking development and transportation planning; · Locking up the Transportation Trust Fund; · Developing a sustainable source of revenue; · Reforming VDOT; · Committing approximately $1 billion annually to the Commonwealth’s transportation needs.
