Governor Kaine Boosts Small Businesses

On August 10th, Delegate McClellan joined Governor Kaine as he signed an executive order to improve the Commonwealth's performance in contracting with small businesses and those owned by people of color and women (SWAM). Executive Order 33 is designed to remove potential structural impediments to SWAM participation, and to encourage new thinking and active recruitment programs that will lead to increased SWAM participation in the procurement of goods and services, including among subcontractors. Currently, less than 15 percent of the state's purchases of goods and services were from such businesses in the last quarter of 2006. The Governor’s order sets a goal of 40 percent. "As Governor, I am making it a priority to see that every company – regardless of size, regardless of who owns it – has the opportunity to compete on a level playing field to secure state government contracts," said Governor Kaine. “Small businesses are the backbone of our economy,” Delegate McClellan added. “It is time they have a seat at the procurement table.”

Governor Kaine Signs Delegate McClellan
Absentee Ballot Legislation

On May 26, 2006, Governor Kaine signed Delegate McClellan’s first bill to pass the General Assembly.  HB 1327 allows a voter who applied for but has not received an absentee ballot to vote a provisional ballot at his polling place upon his signed statement that he has not received or voted an absentee ballot.  Photos from the ceremony can be found in the gallery.


Delegate McClellan will co-sponsor a town hall meeting with Senator Benjamin Lambert and Delegate Frank Hall to talk about the Medicare Prescription Drug Program on

General Assembly Adjourns Without A Budget:
Governor Kaine Calls Special Session
Beginning March 27th 

March 11, 2006 

Today the Virginia General Assembly adjourned without passing a budget for the 2006-2008 biennium.  This marks the third time in six years that the Republican-controlled General Assembly failed to fulfill its constitutional duty to produce a state budget within 60 days.     

“Gridlock once again hits Richmond after a head-on collision between the House and Senate Republican leadership over fixing our transportation woes,” stated Jennifer L. McClellan of Richmond.  “The Governor has called a Special Session to try to craft a transportation package, not to mention a budget, out of the wreckage,” she continued.  “In the meantime, we sit and wait.” 

Governor Timothy M. Kaine ordered a special session of the General Assembly to begin on Monday, March 27, 2006, urging legislators to use the two-week break to continue efforts to produce a long-term, statewide, transportation solution that protects funding for education, public safety, health care, and job creation. 

The House Democrats, Senate Democrats, Senate Republicans, and Governor Kaine stand united and committed to providing this Commonwealth with a transportation plan that is based on the following principles:

·   Not raiding the General Fund for transportation;

·   Linking development and transportation planning;

·   Locking up the Transportation Trust Fund;

·   Developing a sustainable source of revenue;

·   Reforming VDOT;

·   Committing approximately $1 billion annually to the Commonwealth’s transportation needs.
