SEVENTY-FIRST HOUSE DISTRICT

Part of Henrico County comprised of the Hilliard, Stratford Hall, and Summit Court Precincts; and part of the City of Richmond comprised of the 203, 206, 207, 208, 211, 212, 213, 301, 302, 303, 304, 305, 306, 307, 308, 309, 505, 602, 603, 606, 607, 608, 706, and 707 Precincts. (2001, Sp. Sess. I, c. 7; § 24.2-304.01)

All references to precincts shall be interpreted to refer to those in existence on April 1, 2001, and as reported by the United States Bureau of the Census in the 2000 Census reports provided pursuant to United States Public Law § 94-171.

The following descriptions are provided for information purposes only pursuant to § 24.2-301 of the Code of Virginia.  The provisions of § 24.2-304.01 of the Code of Virginia, including the statistical report referenced therein and on file with the Clerk of the House of Delegates, shall be controlling in any legal determination of the district boundary.

A. Part of Henrico County contained within a line described as follows:

 1.      Beginning at the point where Hilliard Road intersects Lakeside
          Avenue (State Highway 161)

 2.      south on Lakeside Avenue to Dumbarton Avenue

 3.      west on Dumbarton Avenue to Westlake Avenue

 4.      south on Westlake Avenue to Bryan Park Avenue, the Henrico
         County-City of Richmond boundary line

 5.      west and then south on the City of Richmond corporate limits to I-64

 6.      west on I-64 to the CSX Railroad

 7.      northwest on the CSX Railroad to a point opposite the terminus of
         Kenwood Avenue

 8.      east on a straight line to Kenwood Avenue

 9.      east on Kenwood Avenue to Cedar Croft Street

 10. north on Cedar Croft Street to Williams Street

 11. west on Williams Street to Cedar Croft Street

 12. north on Cedar Croft Street to Burnley Avenue

 13. east on Bradley Avenue to Lawrence Avenue

 14. north on Lawrence Avenue to Hilliard Road

 15. east on Hilliard Road to Lakeside Avenue, the point of beginning 

B. Part of the City of Richmond contained within a line described as follows:

1.   Beginning at the point where Dill Avenue intersects the City of Richmond-Henrico County boundary line

2.      southwest on Dill Avenue to Front Street

3.      west on Front Street to 3rd Avenue

4.      south on 3rd Avenue to Brookland Park Boulevard

5.      west on Brookland Park Boulevard to 2nd Avenue

6.      south on 2nd Avenue to 1st Avenue

7.      south on 1st Avenue to Matthews Street

8.      south on Matthews Street to Rowen Avenue

9.      south on Rowen Avenue to 5th Street

10. southwest on 5th street to Valley Road

11. east on Valley Road to I-64

12. east on I-64 to Mechanicsville Turnpike (United States Highway 360)

13. southwest on Mechanicsville Turnpike to Mosby Street

14. southwest on Mosby Street to O Street

15. east on O Street to 22nd Street

16. south on 22nd Street to Burton Street

17. east on Burton Street to P Street (2000 census maps show an extension of Burton Street between Russell Street and 24th Street)

18. southeast on P Street to North 31st Street

19. south on North 31st Street to East Grace Street

20. east on East Grace Street to Government Road

21. east on Government Road to the Norfolk Southern Railway

22. east on the Norfolk Southern Railway to the point where the Railway intersects the eastern corporate limits of the City of Richmond

23. clockwise around the City of Richmond corporate limits to the James River

24. west on the James River to an imaginary straight line drawn from the point where Reedy Creek empties into the James River to the terminus of Southampton Avenue

25. north on the straight line to the southern terminus of Southampton Avenue

26. north on Southampton Avenue to its northern terminus

27. north on a line from the northern terminus of Southampton Avenue to Colorado Avenue

28. east on Colorado to Harrison Street

29. northeast on Harrison Street to Floyd Avenue

30. west on Floyd Avenue to Shields Avenue

31. south on Shields Avenue to West Main Street

32. west on West Main Street to North Boulevard (State Highway 161)

33. north on North Boulevard to Park Avenue

34. east on Park Avenue to North Meadow Street

35. north on North Meadow Street to Hermitage Road

36. north on Hermitage Road to the CSX Railroad track at a point just south of West Leigh Street

37. northwest on CSX Railroad to the point where it intersects the City of Richmond-Henrico County boundary line at Westwood Avenue (State Highway 197)

38. clockwise on the City of Richmond corporate limits to Dill Avenue, the point of beginning
